Local Sefl-Government

Dr Mohammad Mohabbat Khan of the Department of Public Administration, Dhaka University, study on “the functioning of Local Govt in Bangladesh” stands good for most local self-governance in the world, notwithstanding adaptations to suit local conditions. He quotes provisions made in Articles 9, 11, 59 and 60 of the Bangladesh Constitution for administering state affairs to safeguard democratic values and secure economic and social justice at the local level. Similar clauses in the Pakistan Constitution constitute the supreme source of all laws, ordinances and rules relating to the local government system, there being no alternative to facilitate the consolidating of democracy and promoting good governance.

IMPERFECT DEMOCRACY

Holding Parliamentary elections in about 60 days from a standing start, the Election Commission of Pakistan (ECP) says that “Local Bodies” polls cannot be held soon for various reasons, informed sources claim delays may range from 4 months to 8 even. The deliberate foot-dragging in the various Provincial Local Bodies Bills confirms lip-service only to the concept for local govt.

The Making of a President

Mamnoon Hussain stands elected as the 12th President of Pakistan but not before quite unnecessary controversy generated by the Supreme Court (SC) . The PML (N) had the required numbers even if PPP had not boycotted the Presidential elections process. The “unconditional” support from PPP’s former ally, the MQM, gave additional insurance. The PPP ruling party in Sindh created history by walking out of their own Assembly.
